I would love a comic which is basically Classics from the comics plus content from Fleetway/IPC/Odhams with no limits on when a reprinted strip can be from (obviously offensive strips and just plain unfunny strips shouldn't be reprinted) and features only humourous strips.

For me it would be a mix of the best of "Wham, Smash & Pow" That would be nice.

That was the work of the publishers - they provided the scans of the whole comics (edited in the case of the IPC material), and the newspaper printers did the rest, as the Belfast Telegraph has done twice since. Presumably the owners just gave the Guardian a price and dealt with all the other issues.
