Apparently it's from an unpublished strip from the 1970s, and searching around, I believe it's the work of Tony Higham.

As it was in a Holiday Special it might have been submitted by an amatuer and deemed not good enough for the comic, specials and annuals frequently used non-regular artists on strips.
