No, Baxendale continued to work for Wham (and Smash) from 1964 until well into 1966, even signing his front covers for Smash. From around the middle of 1966 he and Mike Brown had a system to produce more work.

Just to add a bit more: Leo was always freelance, whoever he worked for.
