I'm wondering if it's something to do with the group "Registered COPPA users", which he appears to be a member of. Listing that group reveals only three usernames, all of which have 0 posts. Maybe a problem with automatic permissions setting?

No idea how that happened, but I've now fixed that for all three usernames. Thanks very much!
