It's likely that you're both right. In recent years Thomsons have started to do exclusive versions of their specials for WH Smith which have the same comic but with an extra free gift or two (for a higher price).

On the plastic bag it says exclusive to WH Smiths.

Yes. As I said, Thomsons now do exclusive versions for WH Smith. The comic is identical but the "exclusive" is the extra "gift" or two.
