As it was in a Holiday Special it might have been submitted by an amatuer and deemed not good enough for the comic, specials and annuals frequently used non-regular artists on strips. It's quite well drawn so I could be wrong. Maybe a commercial artist making some extra money? The lettering isn't the best I've seen.

Listening to some comic interviews I've done recently, more often than not, special and annuals were used to try out new artists or those trying to get their foot in the door as the weekly artists had a tight schedule already. It was rarely down to quality, although pro rata, specials, and much bigger annuals, usually offered a lower rate due to the budget vs page count - hence why some publishers would re-use art from earlier strips.
