Although I am not a collector or these 2 famous childrens comics (outside of Ken Reids artwork for the comics) I was suprised to see an advert in the latest edition of COMICS INTERNATIONAL (issue 200)for the Beano / Dandy Collectors club - Is anyone aware of this club (is it sanctioned by D C Thomson) etc?

It is run by 'Phil-comics' who seem to sell a lot of items on ebay and has a website at http://www.phil-comics.com. The direct link to the Collectors Club is http://www.phil-comics.com/collectors_club.html

It says that they have been given permission by DC Thomson to reproduce images from the comics so I guess that means it is sanctioned by them too.

It IS sanctioned by D C Thomson. Phil (Shrimpton) is a genuine guy, still in his mid-twenties (!), yet with a fervent passion for these British Institution publications. He & I correspond occasionally, and he is bona-fide.
