Raining Cats and Dogs

I've been asked about a cartoon strip called “Raining Cats and Dogs" that was in a girls comic / annual (from the 60′s, 70′s). It doesn't sound familiar to me, possibly it was in IPC title, anyone have an idea?

Blow, I do remember a story with this title and it was illustrated by Phil Gascoigne - but I can't remember where I saw it. :headbash: But it's not in my Tammy and Jinty indexes, so those annuals can be ruled out. It must have been in one of the June or School Friend annuals I picked up for a bit but got rid of. I think a School Friend from the 1970s is more likely

I think it was about an old lady who likes cats and dogs. A girl is intolerant towards her and calls her a witch. Then there is a flooding and the girl acquires a whole new understanding about the old lady and her cats and dogs.

I was looking through my Tammy index and found there was a complete story called "Raining Cats and Dogs" that appeared in Tammy on 10 March 1984. I don't know if it is the one our querent was after, but it was the one I was thinking of. Here it is:
